AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just over a week before the country’s general election.
Study Shows Consistent Bias in Chatbot Recommendations
The quartet of AI assistants tested by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.
The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.
Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
